Apps from Google play stores wont show on user profile Locker

  I have been able to see the google play store on the owner account, access and download apps under the main owner account and all apps show in the locker. How ever when the accounts are switched to a user profile.
  
  The store is hidden, apps loaded are hidden and have to open the store by doc through the browser to force the the store to open to get the app. Even when they show installed and on the board. Can not actively use them, do not show.
  
  Google Doc is able to be access from from web browser but can cant link and load from app on the board.

  Does your school use Google Suite? If so, perhaps permission is needed from the Google Admin for the other profile(s) to access them?
