I have a computer that does not show the annotate desktop button under tools, on the tool bar or even on the desktop tools area.

ActivInspire as default when first installed will allow you to use the Professional Version of ActivInspire for 60 days.
After the 60 days it will revert to the personal edition of the software and features such as the desktop annotate will not show as this is only available in the Professional version.
If you have an ActivInspire serial number then this can be entered by clicking on Help>About>Register and entering under the ‘Activation number’ section.
If you do not have this but have Promethean hardware such as an ActivBoard please go to article 10937 on http://www.PrometheanKB.com for further information on how to generate.
If you have no Promethean hardware, please contact a Promethean reseller who will be able to advise you on the cost of a professional license.
